Wet pet food contains 75–82% moisture; dry kibble contains 8–12% moisture. Comparing protein percentages "as fed" makes wet food look low-protein when it's not — the water dilutes everything. Dry-matter basis converts both to the same scale by removing moisture, so a 10% protein wet food becomes ~45% dry-matter protein, comparable to a 30% dry kibble.
